The Service Centres, which today are present in almost every province in Italy, are funded by the Management Committee for Voluntary Sector Special Funds (Co.Ge.). Funds allocated to the Centres come from a sum which, as provided for by Law 266/97 concerning the voluntary sector, banking foundations set aside for this purpose. This share is one fifteenth, or approximately 6.5%, of the revenue of such foundations after deduction of costs. The Management Committees are comprised mainly of representatives of the banking foundations and of the regional institutions whose task it is to establish the Centres, allocate to them the sums set aside by the banking foundations annually, and conduct verification procedures. The Management Committee for the Voluntary Sector Special Fund in Lombardy (which remains in office for 2 years) has always used the money from the two-year period deriving from the banking foundations by allocating it on a year-by-year basis according to the projects submitted by Service Centres in Lombardy. The Lombardy foundations – Fondazione Cariplo and Fondazione Banca del Monte di Lombardia – allot 50% to Lombardy and the remaining 50% to other regions. The allotment of funds over the years has always suffered from a degree of uncertainty and lack of continuity, as can be seen from the table and graph, as a result of a dispute regarding the calculation of the one-fifteenth share. The sum for 2009 is less than for the previous two years, as it has been reduced by a part allocated to the a new Service Centre which is currently being established for the new province of Monza and Brianza.
